Registration and notification of (hazardous) industrial waste

In the Netherlands, you must keep a waste record (afvalstoffenregistratie) if you remove, transport, treat, or process industrial waste. Or if you act as a dealer or broker of waste. In some cases, you must report waste to the National Waste Notification Bureau (Landelijk Meldpunt Afvalstoffen, LMA).

Keeping a waste record

You must keep a waste record (in Dutch) with at least:

  • the contract with the company you deliver waste to or receive waste from
  • a copy of the accompanying letters (begeleidingsbrief, in Dutch). This contains information about the haulier, sender and receiver, the waste products and how the waste products will be processed
  • the invoice for the waste

You must keep these documents in your waste record for at least 5 years.

Who must report waste materials?

Do you have a waste company? Such as for instance:

  • an incineration plant
  • a landfill site
  • a breaker
  • a composter (with an annual production of 50 m3 or more)
  • storage and transfer business (with a storage capacity of 50 m3 or more)
  • sorter (with a storage capacity of 50 m3 or more)
  • plants that that remove or recover hazardous waste immediately

Then you have to report to the LMA.

How to report waste materials?

You must report the waste you receive to the LMA. You do this via the automated Electronic Waste Notification Information and Communication system (Afval Meldingen Informatie en Communicatie Elektronisch, AMICE, in Dutch).

You need a waste processor ID code to report waste in AMICE. You apply for the waste processor ID code (in Dutch) to the LMA. If you report received waste materials from a new client, you need their KVK number to give their waste a waste stream number (afvalstroomnummer, in Dutch). You notify the client of this waste stream number. The client registers it in the accompanying letters for each transport, and you report the transport in AMICE. You need to report within 4 weeks after the end of the month in which you received the waste materials.

Reporting a transfer of ship’s waste

If you want to transfer waste from your ship? You must report this to the National Waste Notification Bureau (LMA) with the ship’s waste transfer form (S form, pdf, in Dutch). The completed form must be kept on board your ship for 5 years.

Do you navigate inland waterways in the Netherlands in a professional capacity? You must have a valid oil delivery booklet (olieafgifteboekje) on board your ship. In this booklet, you enter the quantity and type of waste produced by your ship. You can request an oil delivery booklet (in Dutch) from the Inland Shipping Waste and Navigation Documents Foundation (Stichting Afvalstoffen & Vaardocumenten Binnenvaart, SAB).

You must transfer the ship’s waste to a recognised waste reception facility (in Dutch). The operator of the waste reception facility will record the receipt of the ship’s waste in the delivery booklet.
