If you want to open a public swimming pool, or remodel, renovate, or extend an existing one, you must notify and apply for an environment and planning permit.

Do you want to open a public swimming pool? Or do you intend to remodel, renovate, or expand an existing public swimming pool? Then you must notify and apply for an environment and planning permit in the Omgevingsloket.

Rules for swimming pools

People should be able to swim safely and healthily. Bathing water basins (swimming pools) are therefore subject to:

These rules apply to 4 types of swimming pools (in Dutch):

  • swimming pools with disinfected water such as public swimming pools, swimming pools in hotels, swimming pools at campsites or in saunas
  • single-use pools and pools that you empty after use
  • open-air bathing facilities for which you use a biological treatment method
  • other swimming pools such as paddling pools, medical baths, or sauna plunge pools with cold water

Environment and planning permit application and permit check

If you want to build, renovate, extend, or modify a swimming pool, you may need an environment and planning permit. Go to the online service counter Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). In the Omgevingsloket you can see which rules apply in your municipality, province, or regional water authority. You can then use the Omgevingsloket to apply online for an environment and planning permit or submit a notification.

Online application procedure via Message Box

Message Box has not yet been linked to the Omgevingsloket. This means that you cannot make a notification for of the construction, extension, or alteration of a swimming facility via Message Box. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
