Kwalibo recognition and quality requirements soil broker
Do you want to set up a soil management business in the Netherlands? For instance a laboratory, consultancy, contractor, or soil treatment plant? Then you will need a certificate and official recognition under the Soil Quality Decree, also known as the Kwalibo Decree. Kwalibo stands for quality assurance in soil management.
Applying for Kwalibo recognition
You can request Kwalibo recognition (in Dutch, scroll down and under the heading 'English' you will find a downloadable application form) at Rijkswaterstaat's online service counter. You will have to fulfil a number of quality and integrity requirements.
You may only contract recognised soil brokers. You can search for recognised soil brokers (in Dutch) on the Rijkswaterstaat website.
Quality requirements soil broker
Do you run a consultancy firm or a laboratory and are you involved in soil management? For all activities you must satisfy quality requirements with regard to technology, training, and experience. The quality requirements have been laid down in assessment guidelines, protocols, and other documents. You must demonstrate by means of a certificate (in Dutch) that your business meets the quality requirements. Then you can submit an application for recognised status to Rijkswaterstaat.
This applies to the following activities:
- carrying out environmental health studies
- providing environmental guidance in soil surveys
- carrying out soil remediation
- implementing the accreditation programme specified by the Building Materials Decree (Bouwstoffenbesluit)
- taking samples during batch inspections
Certification body
Do you run a certification body in the Netherlands that wants to certify samplers or field workers? For this, you must have your business recognised by the Dutch Accreditation Council (Raad van Accreditatie, RvA) or an equivalent foreign body.
Online application procedure via Message Box
You can apply for Kwalibo accreditation digitally to Rijkswaterstaat Environment by using Message Box. Through Message Box you can apply to RvA for the accreditation to be able to certify samplers and field workers. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
