Do you handle animal manure in your business? For example, you have an agricultural company, an animal feed business, or you are an intermediary in the sector in the Netherlands? You need to register your business, keep records, and report certain details.

Keeping records for agricultural businesses

If you have an agricultural company, you must register your business (in Dutch) with the Netherlands Enterprise Agency (RVO).

You should keep and retain records (in Dutch), such as your business registration, information on your land, animals, and animal manure. You are free to decide how to keep your records, but you must be able to show that your business details are correct. You must keep these records for at least 5 years.

Each year, you have to supply data on the manure use of your business to RVO. You do this by submitting the combined statement (Gecombineerde Opgave, in Dutch). You must also submit these details in a so-called AGL or Aanvullende Gegevens Landbouwer (additional farmer data, in Dutch) to RVO.

Please note: from 1 January 2025, all agricultural businesses must submit an AGL.

Keeping records for intermediary businesses

Are you an intermediary and do you sell, transport, or store animal manure? You must register your business, storage, and equipment with RVO (in Dutch). Your equipment must be approved by Wageningen UR Livestock Research (A&F) (in Dutch).

You have to keep records to show that your business details are correct and you must keep these records for at least 5 years.

Each year you must submit additional information about your intermediary business to RVO.

Keeping records for animal feed businesses

Do you have a business that supplies animal feed to farms with barn animals or cattle? You must register your business (in Dutch) with RVO.

You have to keep records (in Dutch) and retain them for at least 5 years. You have to report animal feed details to RVO every year. You report for example how much animal feed you supply and to whom.

Monitoring

RVO and the Netherlands Food and Consumer Product Safety Authority (Nederlandse Voedsel en Waren Autoriteit, NVWA) monitor if your business is registered, whether your records are correct, and whether you comply with the rules.
