Registration and licence plate requirement for special mopeds

What changes?

A registration and licence plate requirement will apply for all special motorised vehicles (bijzondere bromfietsen) that are newly introduced. This way anyone can see the vehicle is allowed on the road.

Do you own a special moped that is already in use on public roads (an authorised special motorised vehicle)? After the introduction of the registration and licence plate requirement you will have 1 year to register with the Netherlands Vehicle Authority (RDW). RDW can already register your vehicle and issue a licence plate. For registration of special mopeds already in use on public roads a special discounted rate will apply.

What is a special moped?

A special moped or special motorised vehicle (in Dutch) is an innovative light and slow vehicle (no more than 25 km/h) with special features which distinguish it from an ordinary moped. For example the BSO bus or a self-balancing moped (Segway).

For whom?

  • manufacturers, importers, and distributors of authorised special mopeds
  • companies that sell special mopeds
  • owners of special mopeds (such as childcare organisations and rental companies)
  • insurance companies

When?

It is expected this change in law will take effect on 1 July 2025.

Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
