Registration duty for tobacco outlets
On this page
What changes?
Do you sell tobacco and related products, such as e-cigarettes? If so, you will soon have to register your sales outlet.
From 2024, a registration duty applies to outlets selling tobacco and smoking products. The Dutch government wants to reduce the number of tobacco outlets. In the course of 2024, sales of tobacco will be banned in supermarkets. As a result, many sales outlets will disappear, but many new outlets will open as well. The registration duty allows the Netherlands Food and Consumer Product Safety Authority (NVWA) to better monitor the number of outlets.
Smoking products are:
- tobacco products
- electronic cigarettes
- refill packs/cartridges, with and without nicotine
- herbal products intended for smoking
For whom?
- owners of outlets selling tobacco products and related products
When?
It is not yet known when this change in law will take effect.
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
