New rules for driving instructors and driving tests

What changes?
Do you own a driving school or are you a driving instructor? There will be new rules for driving lessons and driving tests. These new rules should improve the driving skills of novice drivers and increase pass rates in driving tests. Better driving instruction should also reduce the number of traffic accidents among novice drivers.
Therefore, new rules are introduced, such as:
- People who want to get their licence must first take driving lessons. Currently, only the driving test is mandatory.
- Driving lessons must meet more requirements. For example, during training people must have driven in the dark and have driven 130 km/h at least once.
- Every 5 years, instructors must also take a theory and practical test themselves. If an instructor fails 3 times, they lose their licence.

When?
It is not yet known when this change in the Driving Licences Regulations (Reglement rijbewijzen) will take effect.
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
