What changes?
Are you an entrepreneur with more than 25 employees? It will be easier and more attractive to employ people with an occupational disability. The government wants to simplify the jobs agreement and quota scheme.
2 important changes are:
- You will be eligible for Labour costs compensation (LKV) for an employee with an occupational disability for the entire period they are employed by you. Currently the LKV applies for at most 3 years. You will also no longer need a special statement from UWV (employment insurance agency).
- If you employ more people with an occupational disability that you are required under the quota scheme you will receive more labour costs compensation as a bonus.
Jobs agreement for 2026
For companies with more than 25 employees a jobs agreement is in place. You must hire people with an occupational disability. This way, by 2026 there should be 100,000 extra jobs in the business sector for people with an occupational disability.

When?
This change in law takes effect at different times:
- it is expected that the change in the duration of the LKV will take effect on 1 January 2025
- more LKV as a bonus for exceeding the quota will be effective from a later date
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
