Heavy goods vehicle charge on trucks over 3,500 kg

What changes?
Do you operate a heavy truck? An extra heavy goods vehicle charge will be imposed on all lorries that weigh over 3,500 kilograms, that are used to transport goods. When a truck drives on a road where the taxation is applicable, an on-board unit will register the distance covered. The taxation is applicable at nearly all Dutch motorways and a number of provincial and municipal main roads. The tariff depends on the maximum permitted mass and the Euro emission class of the vehicle. The lower the emissions, the lower the rate per kilometre.
Private providers of toll services will register and collect the charge on behalf of the Dutch government.
When the charge is introduced, the motor vehicle tax will go down to the minimum allowed under European rules. The Eurovignette will also disappear.
For whom?
- transporters driving trucks over 3,500 kilograms.
The charge will not be imposed on:
- coaches
- fire trucks
- garbage trucks
- (mobile) cranes
- agricultural vehicles
- emission-free vehicles (electric vehicles) up to 4,250 kilograms
You can apply for an exemption for trucks at least 40 years old and for trucks used by the police or fire services.
When?
It is expected the new charge will be levied from 2026.
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the upper and lower houses of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or the Staatscourant (in Dutch).
