What changes?
Do you run a temporary employment agency? A mandatory certification system for temporary employment agencies will be introduced. Agencies must have authorisation to operate, to combat abuse such as underpayment and market distortion.
To be eligible for a certificate you must demonstrate you keep to the rules for temporary employment agencies. Temporary employment agencies also must:
- have a certificate of conduct (VOG)
- pay a deposit of €100,000
- file their taxes properly
Temping agencies will be regularly checked if they meet the conditions. If a temping agency loses its authorisation, it can no longer operate as a temporary employment agency. Companies that hire temporary employees from agencies without authorisation can be fined.

It is not yet known when this change will come into force.
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the upper and lower houses of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch).
